Can Minnesota landlords charge an application fee?

Minnesota law allows landlords to charge an application fee. However, under Minnesota Statutes § 504B.173, landlords must provide a written explanation of how the fee is used and refund any unused portion if a background check is not conducted.

Are there restrictions on tenant criminal background checks?
